High-Definition Mapping Platform for Intelligent Urban Mobility

How can a country prepare its transport infrastructure for autonomous vehicles and smarter cities? We helped Slovakia's Ministry of Transport design a comprehensive data platform that transforms high-definition mapping into actionable intelligence for urban planners, traffic managers, and mobility innovators.

Challenge
Slovakia lacked precise digital mapping of its road network at the lane level — a critical foundation for autonomous driving, traffic optimization, and sustainable mobility planning. Existing systems couldn't integrate the dynamic data streams needed for real-time decision-making, from traffic flows to emission modeling.
Beyond technical gaps, the challenge was institutional. Multiple stakeholders — the Ministry, highway operators, cities, and transport authorities — each held fragments of the data puzzle. Creating a unified platform meant building not just technology, but new models of cross-sector collaboration.
Approach
We developed a structured framework covering thirteen practical use cases for HD mapping, from freight monitoring and public transport optimization to autonomous vehicle testing corridors. For each use case, we assessed complexity across three dimensions: map creation, data infrastructure requirements, and organizational capacity building — creating a practical implementation manual for intelligent mobility.
The platform architecture connects static infrastructure data with dynamic traffic information and semantic layers like speed limits and regulations. Eight priority projects were defined with detailed data flow models, from highway autonomous driving corridors to low-emission zone simulation, each with clear cost-benefit analysis and international benchmarks.
Outcome
Slovakia now has a strategic roadmap for HD mapping deployment, with prioritized projects including autonomous highway corridors, dynamic bus lane planning, EV charging station optimization, and smart parking zone design. The framework enables evidence-based decisions on where to invest for maximum mobility impact.
The project positions Slovakia as a testing ground for connected autonomous vehicles within Central Europe, creating foundations for cross-border collaboration while delivering immediate value through better traffic management, reduced emissions, and more efficient public transport planning.
