Challenge
The Social Insurance Agency had accumulated approximately 600 different job positions over the years, with inconsistent descriptions across central departments and 88 branches. Job definitions were outdated, didn't reflect actual responsibilities, and varied widely between departments. This fragmentation made it nearly impossible to ensure fair pay, plan training, or benchmark performance across the organization.
Beyond administrative complexity, the project touched on sensitive human territory. Reducing positions from 600 to roughly 250–300 meant navigating employee concerns, respecting years of institutional knowledge, and ensuring that standardization wouldn't erase the nuanced expertise that experienced staff had developed over decades.

Approach
We combined on-site consultations with department and branch managers, analysis of existing job descriptions, and AI-powered pattern recognition to identify overlapping responsibilities and redundant positions. Each profession was mapped to national classification standards, assigned appropriate salary grades, and documented with clear qualification requirements — creating profiles ready for recruitment, training, and career planning.
The catalogue transforms an inconsistent patchwork of job positions into a strategic HR asset. It defines what each position does, what skills it requires, where it fits in the organization, and how employees can grow — providing the foundation for modern workforce management across the entire agency.

The resulting Job Position Catalogue consolidates hundreds of fragmented roles into a structured, standardized framework aligned with national occupation classifications.
