Data Utilization in the AI era thanks to the Slovak Central Data Office
How can government institutions transform into data-driven organizations and provide personalized digital services? We helped create a comprehensive framework for data transformation across Slovakia's public sector — one that turns scattered information into actionable intelligence and citizen-centered services.
Challenge
Slovakia's public institutions faced fragmented data systems, inconsistent quality standards, and limited integration between agencies. The "once-only" principle remained more aspiration than reality, forcing citizens to repeatedly provide the same information. Data existed in silos, making personalized and proactive service delivery nearly impossible.
Beyond infrastructure, the challenge was cultural. Institutions needed to shift from hierarchical, water-fall development of digital public services toward agile, data-informed approaches. This required building trust in algorithms, breaking down departmental barriers, and preparing civil servants for a fundamentally different way of working.

Approach
We developed a practical guidebook connecting institutional transformation with the tools built by Slovakia's Central Data Office. Through stakeholder engagement and best-practice analysis, we defined clear pathways — from data cataloging and quality management to AI integration and DataOps implementation — tailored to each institution's maturity level.
The concept transforms abstract data governance principles into actionable steps. It establishes local data offices, defines clear roles like data curators, and introduces modern practices — enabling institutions to move from reactive administration to proactive, citizen-centered service delivery.
Outcome
The resulting framework became the operational blueprint for data transformation across Slovak public administration. It defines how institutions should catalog data sources, share information through central platforms, implement "My Data" services, and leverage AI for better decision-making and proactive personalized digital services.
Its impact extends beyond efficiency — it reshapes how citizens interact with government, enabling personalized services, transparent data usage notifications, and intelligent assistants that guide people through life situations seamlessly.
