National Concept for Public Administration Digitalization 2025

How can a country transform fragmented public services into a unified, citizen-centered digital ecosystem? We helped define Slovakia's National Concept for Public Administration Digitalization — a comprehensive strategy that reimagines how government serves 5.4 million citizens through intelligent automation, data-driven decisions, and proactive digital services.

Challenge
Slovakia's public administration operated with 60% of information systems burdened by technical debt, fragmented data sources without unified standards, and minimal process automation. Citizens faced paper-based procedures and passive services that required them to navigate complex bureaucratic structures. The DESI index showed Slovakia ranking 22nd in the EU for digital public services — transformation was not optional, but essential.
Beyond modernizing technology, the challenge was to shift institutional culture from agency-centric thinking to citizen-centric service delivery. This meant breaking down data silos between ministries, establishing trust in AI-assisted decision-making, and ensuring that digitalization leaves no one behind — including those with limited digital skills or access.
Approach
We worked with national stakeholders to develop a strategic framework built on five interconnected priorities: Digital Office (internal transformation), Services for Citizens and Businesses, Data Value Utilization, Technology Infrastructure, and Cybersecurity. Through evidence-based analysis and stakeholder engagement, we translated EU Digital Decade commitments into actionable programs with clear KPIs, timelines, and governance structures.
The strategy transforms abstract digitalization goals into 13 concrete programs with €1+ billion investment framework. It introduces life-situation-based services replacing traditional forms, AI assistants for 12 priority services, and a consolidated analytical layer enabling data-driven governance — all while maintaining human oversight through the "Human-in-the-Loop" principle.
Outcome
The National Concept for Public Administration Digitalization 2025 became Slovakia's cornerstone policy document, targeting 100% of priority services online, 40% automation of deterministic processes, and CSAT citizen satisfaction scores rising from 2.37 to 4.2. It establishes Slovakia's ambition to become an "AI Republic" — a regional leader in public sector AI adoption.
Its impact extends beyond technology metrics — it fundamentally reshapes how 25 life situations are delivered to citizens, how 70 data objects become accessible through "My Data" portals, and how predictive analytics support 20 key government decision-making processes, creating a more transparent, efficient, and responsive state.
